This is an interesting way of looking at the question but it doesn't appear to answer the question. For one thing, the graphs are scaled in a way that makes the jump in calls at 9pm look bigger than the jump in crashes at 9pm (there is such a jump). If both graphs were scaled including zero on the y-axis, I think they'd look pretty similar around 9pm - though there is clearly more variation in the number of crashes than calls.
